Housing Welfare is federally funded and administered mostly by local government. Rules are generally set by the federal government. Called "Section 8 Housing", recipients find a house or apartment they are comfortable with, pay 30% of their income as rent, and the government pays the rest of the rent.
Each of Nevada's local government separately administers this program (Clark County, Cities of Las Vegas, North Las Vegas, Henderson, Boulder City, Reno which also services Washoe County and Sparks, and rural Nevada )
The State of Nevada also offers a "Lot Rent Subsidy" for manufactured housing residents that is funded by a special tax on non-subsidized manufactured housing residents.

Nearly 250 bureaucrats make great livings in Southern Nevada helping people who are down-and-out get free or reduced rent from the government. There’s talk of trying to consolidate multiple agencies, but it doesn’t seem to be going anywhere.
It sure does seem like if you ask the government to do something, the largest possible percentage always gets skimmed off the top.
